Dual sport luggage suggestions

Looking for new luggage. It will be on my CRF250L.

Im not worried about side/rear racks as I will custom build those to suit.

I carry a tool roll, pair of gloves, sweatshirt most of the time. I'd like to easily carry a lunch box and a book too.

Must be able to lock closed somehow. I currently use combination luggage zipper locks with a braided steel lanyard.

I'd like be able to go on multi day trips with it and daily commute.

I'd rather run saddlebags and possibly a top bag vs my current top heavy setup. I currently have a pelican top case with a 1.75 gallon rotopax on top.

I don't have my heart set on the rotopax either as I'm planning a plumbed in aux tank or expanded factory tank.

$300-ish or less

Any suggestions?
