In addition to the 32-bit C++ Redistributable, you need to turn on .NET 3.5 in Programs and Features: Desktop > Control Panel > Programs & Features > Turn on Windows Features > (Check the box for .NET 3.5; note that you must be connected to the Internet) Once done, S&T 2013 installed and will run. Thanks for the tip! When you get done you will find it will not export to GPX so you can not load in your Garmin. I have not found a work around for that. By the way Rich Mapsource is obsolete also.
